The governor of Afghanistan's central bank, Abdul Qadeer Fitrat, has resigned and fled the country, saying his life is in danger for investigating fraud.
He said the government had interfered in his efforts to pursue those responsible for corruption at the privately-owned Kabul Bank.
Mr Fitrat was speaking from the US where he has residency. He says he will not return to Afghanistan.
An Afghan government spokesman said the resignation amounted to treason.
Waheed Omar, Afghan President Hamid Karzai's spokesman, also added that Mr Fitrat was himself under investigation.

Haiti charges returned ex-dictator Duvalier
"He doesn't have the right to go anywhere,"

(Reuters) - Haiti on Tuesday briefly detained former dictator Jean-Claude "Baby Doc" Duvalier, back from exile in France, and charged him with corruption, theft and abuses of power allegedly committed during his 15-year rule.
While a noisy crowd of his supporters protested outside the prosecutor's office, Duvalier, 59, was questioned over accusations that he stole public funds and committed human rights abuses after taking over as president in 1971.
Port-au-Prince Chief Prosecutor Aristidas Auguste said his office had filed charges against Duvalier of corruption, theft, misappropriation of funds and other alleged crimes committed during the former president's 1971-1986 period in power.
"His fate is now in the hands of the investigating judge. We have brought charges against him," Auguste told Reuters.
The charges must now be investigated by the judge who will decide whether a criminal case should go ahead.
After several hours of questioning, he left the prosecutor's office but was ordered to remain in the country at the disposition of judicial authorities. "He doesn't have the right to go anywhere," investigating judge Carves Jean said.

Mexico plans immigration shake-up
The hardships migrants face in Mexico have long been a source of discomfort for a country that lobbies hard for better treatment of its own immigrants in the United States.
And all we need to do is tighten our border with Mexico, and Mexico will become its own country again!

Mexico plans a shake-up of its corruption-ridden immigration institute, officials said, after a year that saw some of the worst atrocities against illegal migrants trekking through the country — including the mass slaughter of 72 Central and South Americans trying to reach the United States.
The dismissals early this week will include several top directors of the National Institute for Migration, according to two government officials, who spoke on condition of anonymity because the decision has not been made public.
The government of President Felipe Calderon also plans to reform practices that have led to omissions, oversights and acts of corruption, though the officials didn't provide details.

FBI sting leads from N.J. to Kilpatricks

The father of former Detroit Mayor Kwame Kilpatrick , looks to be possibly going to Prison , right along with Kwame himself and an aid or two .
The FBI investigation into corruption of Governing officials leads right back to Kwame's Father , and the silly part is the Dumbass knew the whole time the FBI was watching him ! But in true Mobster style , in made no difference to them !.
Being a gangster has it's moments , but it can also land you in prison .

The wide-ranging investigation into Detroit public corruption has direct links to an East Coast sting operation that featured a fictitious insurance company run by the FBI, the Free Press has learned.
In New Jersey, the federal government successfully prosecuted 14 public officials and associates linked to bribes from federal agents and informants posing as officials for Coastal Solutions, a phony company the FBI set up to snare corrupt officials. All received prison sentences.
In Detroit, there have been no charges to date from the East Coast sting, but federal documents portray the father of former Mayor Kwame Kilpatrick and a mayoral aide as front men in a deal that would have resulted in payoffs to the Detroiters in exchange for the city hiring the fake company.
The deal never went through. But documents contend that over a period of months in 2007, Bernard Kilpatrick, mayoral aide Marc Cunningham and others were eagerly courted by officials with Coastal Solutions. Cunningham allegedly had Coastal Solutions send a $3,000 Super Bowl ticket to him at City Hall.
Bernard Kilpatrick's meetings with Coastal took him from the Trump Taj Mahal in Atlantic City to a championship fight in Las Vegas. Also in Vegas were Kwame Kilpatrick and Cunningham.
After the fight, the documents say, Cunningham left a voice mail with Coastal Solutions saying Kwame Kilpatrick favored the deal. The FBI interpreted that to mean the mayor and others were willing to do a deal in return for bribes.

(Reuters) - Members of the U.N. Security Council want an outside investigation of charges of widespread diversion of U.N. aid to radical Islamist rebels in Somalia, Mexico's U.N. envoy said on Tuesday.
"There is a large consensus for the idea of an independent investigation that should be carried out," Mexican Ambassador Claude Heller told reporters after a closed door meeting of the 15-nation Security Council.
A report submitted to a council committee by a U.N. panel of experts that monitors compliance with U.N. sanctions against Somalia and Eritrea said up to half the food aid for needy Somalis was being diverted to a network of corrupt contractors, al Shabaab militants and local U.N. staff.
It also said a Somali businessman linked to al Shabaab who likely received a ransom paid for kidnapped aid workers was a contractor for both the World Food Program (WFP) and the U.N. children's fund, UNICEF, in Somalia.
Al Shabaab, which controls much of southern and central Somalia, has pledged loyalty to al Qaeda and wants to impose its own harsh version of sharia law throughout the country.
The 74-page report, seen by Reuters, outlines such serious problems that it recommends U.N. Secretary-General Ban Ki-moon open an independent investigation into the WFP's operations in the lawless Horn of Africa nation, which has been without an effective government since 1991.

Cartels seek toehold in border community politics

EL PASO - Mexican drug cartels are helping elect and influence politicians in U.S. communities to advance their criminal activities, an expert on international gangs alleged.
Richard Valdemar, a retired California law enforcement officer, said authorities in California gathered intelligence showing the cartels are corrupting American politicians to gain a foothold in the Southwestern United States.
Previous investigations showed the Carrillo Fuentes, Arellano Felix and Sinaloan drug cartels targeted Southern California communities that included South Gate, Hawaiian Gardens and Bell Gardens.
"Their efforts to influence and control these communities began in the 1980s, but investigators did not detect the trend until the 1990s," said Valdemar, who retired from the Los Angeles Sheriff's Department after 33 years in 2004. He also served on a multi-agency investigative task force for 12 years.
"Some of the communities got cleaned up and some didn't," said Valdemar, who appears regularly on TV specials about gangs and other organized criminals.
The influence of gangs on politics is not suspected in El Paso, but gang experts said it could easily happen here.
Valdemar, a veteran investigator said that in California, the Mexican drug organizations employed a method they had used in Mexico with success.
Cartels send representatives to U.S. communities to buy legitimate businesses, such as strip malls, restaurants, auto dealerships and used tire shops. Then, they invite
local politicians and police to receive free meals and discounts, until they can develop relationships with influential people.
"They could give an entire city council a million dollars, and fire police chiefs, city managers, city attorneys, and anyone else who opposes them," Valdemar said. "They got local laws changed so they could run nightclubs, liquor stores and other businesses without interference. They went after cities' towing contracts and other types of contracts."
Although the true source of the money is hidden, he said the cartels contribute cash to the election campaigns of politicians, and finance negative campaigns against their rivals.
They wait until a majority of elected offices are up for election in city councils, county commissions and water districts, and run a lot of candidates so they can seize a majority voting bloc.
Former U.S. Rep. Tom Tancredo of Colorado made similar allegations in his 2006 book "In Mortal Danger: The Battle for America's Border and Security."

WASHINGTON (Reuters) - Former Democratic U.S. Representative William Jefferson, who hid $90,000 in cash in his freezer, was sentenced on Friday to 13 years in prison for bribery, racketeering and money laundering.
Jefferson, who lost re-election last year in Louisiana, was accused in 2007 of soliciting millions of dollars in bribes from companies while using his office to broker business deals in Africa. He was convicted in August on 11 of 16 counts.
The case became particularly well-known because FBI agents said they found $90,000 in cash wrapped in foil and hidden inside various frozen food containers in his freezer.
Prosecutors recommended to the judge that Jefferson, 62, be sentenced to at least 27 years in prison. Defense lawyers asked for leniency, citing Jefferson's long public service, and said he should get less than 10 years.
"How about Life in Prison ? Willams deserves nothing less ! No Leniency , His service was used to Help try to sell America out from under the People ! "
A Justice Department spokesman said Jefferson received a 13-year prison sentence, followed by three years of probation. He was also ordered to forfeit $470,000.
"Mr. Jefferson is well-known for the $90,000 found in his freezer. It is our hope that he will now be well-known for the tough sentence handed down today, showing that no one --
including our elected officials -- are above the law," Neil
MacBride, the U.S. attorney in Virginia, said in a statement.
During his trial in federal court in Alexandria, Virginia, prosecutors said Jefferson had sought hundreds of thousands of dollars in bribes relating to business ventures, mainly in Africa.
They included telecommunications deals in Nigeria and Ghana, oil concessions in Equatorial Guinea, satellite transmission contracts in Botswana, Equatorial Guinea and the Republic of Congo, and a Nigerian sugar plant.
