Robert Gates says North Korea will pose a direct threat to the United States within five years if the communist dictatorship isn't reined in.

Gates cited the North's development of intercontinental ballistic missiles and its efforts to expand its nuclear weapons capability during a press conference in Beijing with Chinese President Hu Jintao.

The Pentagon chief also noted that South Korea's
tolerance for the North's behavior has "worn thin."

He said it's time for Pyongyang to demonstrate specific ways it is ready to re-engage with its neighbors, such as moratoriums on missile testing and nuclear testing.

Gates said China has played a helpful role in lessening tensions, and said North Korea will be a significant topic when President Barack Obama meets with Hu in Washington next week.

North Korea said on Friday it would strike again at the South if a live-firing drill planned by Seoul on a disputed island went ahead, with an even stronger response than last month's shelling that killed four people.

The announcement on North Korean official news agency KCNA came as South Korea readied for live-firing drills on Yeonpyeong island near a disputed maritime border with the North for the first time since November's exchange of artillery fire.

The South Korean drills will take place between December 18-21.

"The strike will play out a more serious situation than on November 23 in terms of strength and scope of the strike," KCNA said.

The North had said its November shelling was a response to South Korean "provocations."

South Korea's defence minister today raised the possibility that US nuclear weapons could be deployed in his country for the first time in nearly 20 years, after it was revealed that Pyongyang had built an advanced uranium enrichment plant.

Kim Tae-young was speaking to a parliamentary committee about the North Korea plant, when he was asked whether the government would consider the return of US tactical weapons for the first time since they were withdrawn by President George Bush Sr in 1991.

He replied that the matter would be "reviewed" by a joint US-Korean committee on deterrence set up last month. His remarks drew attention as the issue has been treated as taboo in the highly-charged atmosphere of the Korean peninsular.

Korean government officials were anxious to play down the significance of his comments, and insisted the taboo remained in place. A Korean defence ministry statement said the redeployment of nuclear weapons had not so far been raised. The Pentagon said there were no immediate plans to redeploy nuclear weapons in South Korea.

The two Koreas remain technically at war and share one of the world's most militarized borders.

North Korea has declared a no-sail zone in the Yellow Sea waters for two months ending in late March, a sign it might be preparing to fire artillery or test launch missiles.

"They were firing at their side of the border and unlike yesterday we did not have clear visual confirmation," the defense official said asking not to be named.

Crossings are rare through the razor-wire and land-mined Demilitarized Zone buffer that divides the peninsula. But defections to the impoverished North from the affluent South are even rarer, with the last one likely taking place about four years ago.

The rival Koreas remain technically at war because they never replaced the armistice ending their 1950-53 conflict with a peace treaty.

"He is beside himself with joy for having accomplished this heroic deed," the North's KCNA news agency said. It identified the defector as Kang Dong-rim, 30.

South Korea's military and spy agency could not immediately confirm the report.

"He is now under the warm care of a relevant organ," KCNA said.

Since 2006, more than 2,000 North Koreans a year have defected to the South after crossing the longer and less perilous border with China. More than 16,000 North Koreans have defected to the South since 1953.

In 2005, KCNA said a man sailed through a volley of bullets to defect to the North. The South's military said at the time his family suspected he was drunk.

WASHINGTON - THE commander of US forces in South Korea said on Tuesday he was 'absolutely confident' of defending against any threat from communist North Korea.

General Walter Sharp said US and South Korean forces were ready to counter potential North Korean attacks ranging from a land invasion to cyber warfare to a missile launch aimed at the continental United States.

'I am absolutely confident that the capabilities that we and the Republic of Korea have are prepared for any threat,' Gen Sharp told a news conference in New York, which was video-linked to Washington.

North Korea has in recent months tested an atom bomb, launched missiles and bolted out of a six-nation agreement on ending its nuclear drive. Pyongyang is also a suspect in recent attacks against US and South Korean websites.

Gen Sharp declined comment on whether North Korea planned further tests or on speculation that the barrage of actions are linked to the failing health of North Korean strongman Kim Jong Il.

'All the governments around the world are hoping and pushing for Kim Jong Il to change his provocations,' Gen Sharp said.
