The Revolutionary Guards launched the Shahab 3 missile during war games coinciding with increased tension in Iran's nuclear row with the West, after last week's disclosure by the Islamic state it is building a second uranium enrichment plant.

News of the nuclear fuel facility south of Tehran added a sense of urgency to a meeting in Geneva on Thursday between Iranian officials and representatives of six major powers, including the United States, China and Russia...

Iran's English language Press TV said the Shahab 3, a surface-to-surface missile, was "successfully" test-fired on the second day of an exercise that got under way on Sunday, when short and medium-range missiles were launched.

"All targets within the region, no matter where they are, will be within the range of these missiles," General Hossein Salami, commander of the Guards' air force, said according to Guards website.

Iran's Foreign Ministry said there was no link between the missile maneuvers and the country's nuclear activities. "This is a military drill which is deterrent in nature," spokesman Hassan Qashqavi told a news conference broadcast by Press TV. "There is no connection whatsoever with the nuclear programme."

The ex-president made the comment in a television interview when he was asked about one of the signature moments of the Monica Lewinsky affair over a decade ago. Back then, first lady Hillary Rodham Clinton used the term "vast, right-wing conspiracy" to describe how her husband's political enemies were out to destroy his presidency.

Bill Clinton was asked on NBC's "Meet the Press" whether the conspiracy is still there. He replied: "You bet. Sure it is. It's not as strong as it was because America has changed demographically. But it's as virulent as it was."

Clinton said that this time around, the focus is on Obama and "their agenda seems to be wanting him to fail."

BEIJING (Reuters) - China on Sunday formally launched an anti-dumping and anti-subsidy investigation into chicken parts imports from the U.S., two days after U.S. lawmakers agreed to end a gag order that prevented the U.S. from even considering importing Chinese cooked poultry.

China had said it would investigate chicken wings and feet, as well as automotive imports from the U.S., immediately after the Obama administration decided to impose hefty "safeguard" duties on Chinese-made tires.

"The Ministry of Commerce believes that this case meets the legal conditions and has decided to conduct an investigation of unfair trade practices like dumping and subsidizing of U.S. chicken products," the ministry said, adding that the case had been requested by Chinese chicken producers.

"The case will be decided according to law and facts."

Maybe if we injected the chicken parts with some Lead , they would not mind eating them ?


The tire case marks the first time the U.S. has used a "safeguard" provision against a surge of Chinese imports, a clause China agreed to when it joined the World Trade Organization. The duties took effect on Saturday, immediately after the conclusion of the G20 summit in Pittsburgh.

U.S. drone crashes into Iraq political party office

MOSUL, Iraq (Reuters) - An unmanned U.S. reconnaissance drone crashed in the northern Iraqi city of Mosul early on Saturday, hitting the offices of one of Iraq's biggest political parties, the U.S. military said.

No injuries were reported, and there was no indication the aircraft was shot down, said Major Derrick Cheng, a military spokesman in northern Iraq.

Cheng said it was a coincidence that the drone struck the local offices of the Iraqi Islamic Party, Iraq's biggest Sunni Arab political group, the military said.

The U.S. military frequently deploys drones in Iraq as part of measures to counter roadside bombs. The cause of the crash is under investigation.

PITTSBURGH — Police fired canisters of pepper spray and smoke at marchers protesting the Group of 20 summit Thursday after anarchists responded to calls to disperse by rolling trash bins and throwing rocks.

The march turned chaotic at just about the time that President Barack Obama and first lady Michelle Obama arrived for a meeting with leaders of the world's major economies.

The clashes began after hundreds of protesters, many advocating against capitalism, tried to march from an outlying neighborhood toward the convention center where the summit is being held.

The protesters banged on drums and chanted "Ain't no power like the power of the people, 'cause the power of the people don't stop."

The marchers included small groups of self-described anarchists, some wearing dark clothes and bandanas and carrying black flags. Others wore helmets and safety goggles.

One banner read, "No borders, no banks," another, "No hope in capitalism." A few minutes into the march, protesters unfurled a large banner reading "NO BAILOUT NO CAPITALISM" with an encircled "A," a recognized sign of anarchists.

The marchers did not have a permit and, after a few blocks, police declared it an unlawful assembly. They played an announcement over a loudspeaker telling people to leave or face arrest and then police in riot gear moved in to break it up.

U.S. agents fired at three vans packed with about 70 illegal immigrants that tried to evade heavy security and cross into the United States, the officials said.

"The port is closed and will remain closed for several hours," U.S. Customs and Border Patrol spokeswoman Angelica De Cima said after the incident at the congested San Ysidro crossing between the Mexican city of Tijuana and San Diego.

Three people in the vans and a motorist were wounded, said Lauren Mack, a spokeswoman for U.S. Immigration and Customs Enforcement. Officials said the suspected migrants did not open fire on U.S. agents as initial reports had suggested.

"Three vans attempted to run the port through one of the northbound vehicle lanes to avoid inspection," De Cima said, adding that two agents fired their weapons. "I cannot confirm that fire was returned," she added.

Mack said the border crossing partially reopened on Tuesday evening. A Mexican border hotline for motorists said seven lanes at the crossing were open.

Reporting from Washington - Authorities today pressed an urgent investigation into whether a Denver-area airport shuttle driver, his father and associates in New York were part of the first operational Al Qaeda-affiliated terrorist plot on U.S. soil since the Sept. 11, 2001, attacks, and what the alleged targets might have been.

Najibullah Zazi, 24, an Afghan emigre, and his father, Mohammed Wali Zazi, 53, were arrested late Saturday at their town house in the Denver suburb of Aurora. They had undergone three days of questioning by the FBI but had stopped cooperating, authorities said. Also arrested was Ahmad Wais Afzali, 37, of Flushing, N.Y., who was described in court documents as an informant for the New York Police Department.

All three were charged with making false statements to federal agents in an ongoing terrorism investigation and were to appear in court Monday. Court documents said Afzali may have tried to tip off the younger Zazi that he was under investigation. All are either naturalized U.S. citizens or legal permanent residents from Afghanistan.

While in New York this month, Zazi's vehicle was pulled over and searched. Authorities also raided three apartments in Queens and questioned residents, including an Afghan immigrant who grew up with Zazi.

FBI agents alleged in court documents today that Zazi had admitted receiving weapons and explosives training from Al Qaeda operatives in Pakistan last year. In court documents and interviews, they also alleged that a handwritten recipe for homemade explosives was found on Zazi's laptop computer, and said it would have produced a bomb of the same size and type used in the deadly 2005 attacks on London's subways and buses. Authorities said they had seized nine new backpacks during last week's raids in New York.

BERLIN (Reuters) - Militant Islamist group al Qaeda threatened Germany with attacks for the second time this weekend in an online video criticizing the country for its deployment of troops in Afghanistan, authorities said on Sunday.

The interior ministry identified al Qaeda's messenger in the latest video as Bekkay Harrach, a German-Moroccan who also appeared in a separate clip on Friday warning Germany faced a "rude awakening" if it did not end its "war" in Afghanistan.

Television footage showed Harrach, who is 32 according to German media, wearing a mask in the latest video.

Harrach was clean shaven and wearing a suit and tie in the previous recording in which he directly addressed German Chancellor Angela Merkel, saying that attacks could follow Germany's federal election on September 27.

"In a democracy, only the people can order its soldiers home," Harrach said in German in the first video.

JAKARTA - ALMOST 200 people died on Indonesia's roads this week as almost 30 million people headed home to celebrate Eid al-Fitr, police said Saturday.

Over 27 million people are expected to be on the move as cities and towns emptied in this year's exodus marking the completion of the fasting month of Ramadan in the world's most populous Muslim nation.

'184 people have been killed on the roads in the past six days from 466 road accidents,' national police spokesman Nanan Soekarna said. Around 650 people were injured, he added.

'We urge travellers to truly maintain safety on the road,' Mr Soekarna said.

At least 548 people were killed, most of them packed onto motorcycles, on Indonesian roads during last year's exodus.

Reporting from Nairobi, Kenya - In swift retaliation for the U.S. killing this week of a suspected Al Qaeda fugitive in Somalia, insurgents attacked the main African Union peacekeeping base in Mogadishu with twin truck bombs Thursday, killing at least nine people, including four AU soldiers.

Suicide bombers attempted to infiltrate the heavily guarded seaside base by impersonating U.N. personnel, AU officials said.

Among the wounded were unidentified senior Somali government officials, who were visiting the base, and the newly arrived African Union force commander, Ugandan Maj. Gen. Nathan Mugisha, who suffered minor injuries, AU and government officials said.

Five of the dead appeared to be Somalis, but AU officials said they did not yet know whether they were civilians or assailants. Nine soldiers were evacuated to Nairobi for treatment, AU spokesman Maj. Barigye Ba-Hoku said.

Leaders of the hard-line Somali Islamist group Shabab claimed responsibility, saying the attack was a response to the U.S. strike.

WASHINGTON (CNN) -- The community organizing group ACORN on Wednesday announced a hiring freeze, new training programs and an independent review of its programs after the recent release of a series of videotapes embarrassing to the agency.

The videos, secretly taped by two individuals posing as a pimp and a prostitute, showed ACORN employees in four of the agency's offices suggesting or condoning a series of illicit actions as the couple sought advice on setting up a brothel with underage women from El Salvador.

"We have all been deeply disturbed by what we've seen in some of these videos," ACORN CEO Bertha Lewis said. "I must say on behalf of ACORN's board and our Advisory Council that we will go to whatever lengths necessary to re-establish the public trust."

The steps announced include an immediate halt in hiring for all ACORN offices, an immediate training program for all front-line staff and selection of an independent auditor by the end of this week.

As the announcement was made, FBI Director Robert Mueller appeared on Capitol Hill for a wide-ranging oversight hearing, and when asked about ACORN, he signaled a potential federal investigation of the organization.

The White House is collecting and storing comments and videos placed on its social-networking sites such as Facebook, Twitter and YouTube without notifying or asking the consent of the site users, a failure that appears to run counter to President Obama's promise of a transparent government and his pledge to protect privacy on the Internet, the Washington Times reported.

Marc Rotenberg, president of the Electronic Privacy Information Center, said the White House signaled that it would insist on open dealings with Internet users and, in fact, should feel obliged to disclose that it is collecting such information.

"The White House has not been adequately transparent, particularly on how it makes use of new social media techniques, such as this example," he said.

Defenders of the White House actions said the Presidential Records Act requires that the administration gather the information and that it was justified in taking the additional step of asking a private contractor to "crawl and archive" all such material. Nicholas Shapiro, a White House spokesman, declined to say when the practice began or how much the new contract would cost.

Susan Cooper, a spokeswoman for National Archives and Records Administration, said the presidential records law applies to "social media" and to public comments "received by the president or immediate staff."

China says 75 suspects held over far-west needle scare

BEIJING (Reuters) - Police have detained 75 suspects accused of joining in an wave of needle-stabbing attacks that authorities say have spread across ethnically-tense Xinjiang region in China's northwest, state radio reported on Tuesday.

Most detentions over the needle scare were concentrated in Urumqi, the regional capital, where Han Chinese residents rioted this month after accusing the government of failing to stamp out syringe attacks by Muslim Uighurs in late August.

The radio report said police had caught 75 suspects involved in 36 attacks. The region's top crime investigator, Huang Yabo, said 19 cases were in Urumqi and 13 in Hotan, also called Hetian, in southern Xinjiang, where Uighurs outnumber Han Chinese.

Huang said other cases occurred in mostly Uighur towns with a history of ethnic unrest...

On Saturday, a court in Urumqi announced jail sentences of up to 15 years against three stabbing suspects -- the first to appear before a judge over the scare.

Federal and city counterterrorism agents raided homes in New York City early Monday after a man under surveillance for suspected ties to al-Qaeda met with people in Queens, federal officials said.

Rep. Peter T. King (N.Y.), the senior Republican on the Homeland Security Committee, said after receiving a briefing from federal authorities Monday afternoon that the suspect's visit this weekend triggered the raids.

"He was being watched, and concern grew as he met with a group of individuals in Queens over the weekend," King told ABC News on Monday in a report forwarded by his office. "The FBI went to court late last night for an emergency warrant to conduct the raids this morning."...

Sources briefed on the case said it was unclear how close any plot was to acquiring weapons or selecting a target, but several unspecified factors, including uncertainty over the scope of the threat, prompted the raids. Authorities said there were no arrests.

Consumers who buy low-price Chinese tires -- the bulk of the tires China exports to the U.S. -- will be hit hardest by the new tariff, as shortages in this market segment cause retailers to scramble to find alternative sources in other countries.

What is wrong with making them in America ?


The tariffs, which apply to all Chinese tires, will cut off much of the flow of the more than 46 million Chinese tires that came to the U.S. last year, nearly 17% of all tires sold in the country.

The low end of the market will feel the impact of the tariff most, as U.S. manufacturers, who joined the Chinese in opposing the tariffs, have said it isn't profitable to produce inexpensive tires in domestic plants.
"I think within the next 60 days you'll see some pretty significant price increases," said Jim Mayfield, president of Del-Nat Tire Corp. of Memphis, Tenn., a large importer and distributor of Chinese tires. He estimates prices for "entry-level" tires could increase 20% to 30%.

Low-end tires cost roughly $50 to $60 apiece, while premium tires can sell for $200 to $250.

It will take many months for producers in places like Indonesia and Brazil to pick up the slack. And any tire manufacturer that wants to get involved in the low-end business would have to revamp factory lines to produce the sizes and types of tires favored by U.S. consumers, a costly and complicated process.

Sounds like a good opportunity for an American Tire manufacturer to pick up the Slack !

There could also be shortages, Mr. Mayfield said, as existing supplies run low and importers have trouble finding alternative sources.
Many importers stopped placing orders for Chinese tires several weeks ago, fearing they might end up ordering tires that would carry a hefty tariff by the time they arrived in U.S. ports.

CARACAS (Reuters) - Russia has agreed to lend Venezuela over $2 billion to purchase tanks and advanced anti-aircraft missiles in deals that show Moscow's commitment to working closely with Washington-foe President Hugo Chavez.

Chavez said on Sunday the purchases agreed upon on a trip to Moscow last week included 92 tanks and an S-300 missile system that can shoot down fighter jets and cruise missiles.

Two years ago, Russia agreed to sell the same S-300 system to Iran but has dragged its feet over delivering the weapons amid U.S. and Israeli concerns they will be used to defend Iran's nuclear installations.

The socialist Chavez, who claims the United States could attack Venezuela for its oil reserves, also reiterated that Moscow was helping Venezuela develop nuclear energy but said he had no intention of developing an atomic bomb.

"Let me be clear, Venezuela has no plans to invade anybody, or to be aggressive toward anybody," Chavez said on his weekly television show after announcing the $2.2 billion loan. He did not say how much the new weapons cost.
In recent years, Venezuela has bought over $4 billion in weapons from Russia including 24 Sukhoi fighter jets. Critics say Venezuela is fueling an arms race in Latin America, but Chavez says he is modernizing the military for defensive purposes.

Last year, he ordered tanks to the Colombian border in a dispute over a Colombian bombing raid in Ecuadorean territory.

(CNN) -- An audio message purportedly from al Qaeda leader Osama bin Laden emerged on radical Islamist Web sites, just two days after the United States marked the eighth anniversary of the September 11, 2001, terror attacks.
"To the American people, this is my message to you: a reminder of the reasons behind 9/11 and the wars and the repercussions that followed and the way to resolve it," the message said.

"From the beginning, we have stated many times ... that the cause of our disagreement with you is your support of your allies, the Israelis, who are occupying our land in Palestine. Your stance along with some other grievances are what led us to carry out the events of 9/11."

The video plays the audio over a undated photograph of bin Laden. The video also shows a banner with the American flag as the backdrop and an image of the New York City skyline with the twin towers of the World Trade Center -- destroyed in the 9/11 attack -- still standing, said terrorism analyst Laura Mansfield.

CNN could not independently authenticate bin Laden as the speaker in the 11-minute video posted on Sunday by As-Sahab Media -- al Qaeda's production company.
In the message, President Barack Obama is accused of being "a vulnerable man who will not be able to stop the war, as he promised, but instead he will drag it to the maximum possible extent." Obama, during the 2008 presidential campaign, promised to pull U.S. troops out of Iraq.

Though U.S. troops no longer patrol Iraq's major cities and a large number have left, tens of thousands remain in the country and are expected to stay for years to come.
The message claims that the Obama administration is under the influence of the Republican White House it replaced, pointing out that the president kept Robert Gates as defense secretary -- a holdover from the Bush administration.

"Prolong the wars as much as you like. By God, we will never compromise on it (Palestine), ever," the message continued.

Mansfield noted that the video brings no new images of the elusive bin Laden, who was last seen in footage two years ago on the sixth anniversary of the terror attacks.

ACORN Fires More Officials for Helping 'Pimp,' 'Prostitute' in Washington Office

Something I have not seen anyone bring up in this is the fact that Acorn Knows how to set up a House for underage prostitution ! WTF !
It makes me wonder what the hell has been going on at Acorn offices everywhere .
Is this kind of Bullshit something they actively take part in ? They obviously know how to cheat the IRS , so would it be beyond them to also run a child prostitution Ring ?

Two more ACORN officials were fired Friday after a second video surfaced showing staffers in the community organizers' Washington office offering to help a man and woman posing as a pimp and prostitute acquire illegal home loans that would help them set up a brothel.

The firings came less than 24 hours after another pair of ACORN officials from the group's Baltimore office were canned for instructing the "pimp" and "prostitute" how to falsify tax forms and seek illegal benefits for 13 "very young" girls from El Salvador that pair said they wanted to import to work as child prostitutes.

Both of the encounters were videotaped on a hidden camera wielded by 25-year-old independent filmmaker James O'Keefe, posing as the pimp — tapes that have ignited calls for investigations of ACORN, the Association of Community Organizations for Reform Now.

The United States Census Director has sent a letter to the National Headquarters of ACORN notifying the group that it will no longer help work on the 2010 census.

The group's leaders said Friday they were "appalled and angry" at what their staffers had done, but insisted the videos were part of a political "smear" campaign and not representative of the institution as a whole.

"But that does not excuse the behavior of the employees," wrote ACORN's president Alton Bennet and executive director Mike Shea. "We have fired them and are initiating an internal review of practices and reminding all staff of their obligation to uphold the highest legal and ethical standards."

Rep. Charles Boustany, R-La., called for a hearing to investigate ACORN's tax filing assistance programs following the release of the videos he said suggested multiple incidents of tax fraud.

"In light of the apparent flagrant and willful attempts to suborn tax fraud, I ... (am seeking) a hearing of the Oversight Subcommittee of the House Ways and Means Committee as soon as practicable to investigate ACORN’s activities," he said Friday.

O'Keefe, the filmmaker, was accompanied by 20-year-old Hannah Giles, who posed as a prostitute. On a videotape of their visit to ACORN's Washington's office, they are seen receiving guidance to establish the woman as the sole proprietor of a bogus company to mask the nature of her business.

WASHINGTON — Democratic leaders are planning a House vote early next week to admonish Republican Rep. Joe Wilson if he does not apologize on the House floor for yelling "You lie!" during President Barack Obama's health care address to Congress.

National attention from the heckling episode has money pouring into Wilson's campaign treasury and that of his 2010 Democratic challenger. Wilson had raised more than $700,000 since the incident as of Friday, according to the National Republican Congressional Committee. His opponent, Rob Miller, had received more than $875,000, according to the Democratic Congressional Campaign Committee.

Democratic leaders initially showed mixed interest in punishing Wilson. But they decided at a meeting late Thursday that they probably will propose a resolution of disapproval early next week if he doesn't apologize to Congress, said Brendan Daly, a spokesman for House Speaker Nancy Pelosi.

While not a formal censure or reprimand, the resolution, if passed as expected, would put Congress on record as condemning Wilson's conduct.

Wilson, who was criticized by Republicans and Democrats for his outburst, told Obama he was sorry shortly after the incident Wednesday night. But he has refused requests from both parties to apologize on the House floor. Wilson's office says the congressman considers his initial apology sufficient.

SINGAPORE (Reuters) - The Taliban have a significant presence in almost every corner of Afghanistan, data from a policy think tank showed on Thursday, as the country lurches into political uncertainty after a disputed presidential election.

A political standoff has deepened since the August 20 poll, with President Hamid Karzai defending the ballot as honest but a U.N.-backed election watchdog invalidating some votes and ordering a partial recount amid widespread accusations of fraud.

The uncertainty coincides with the most violent period since the Taliban were toppled by U.S.-backed Afghan forces in 2001, with record military and civilian deaths testing the resolve of U.S. and European leaders.

The election, initially hailed a success after the Taliban failed to disrupt it, has since become a major headache for Washington and a test of President Barack Obama's new regional strategy to defeat the militants and stabilize Afghanistan.

A security map by policy research group the International Council on Security and Development (ICOS) however showed a deepening security crisis with substantial Taliban activity in at least 97 percent of the country.

The ICOS data, obtained by Reuters before its release on Thursday, painted an even darker picture than an Afghan government map last month that showed almost half of Afghanistan at either a high risk of attack or under "enemy control."

Based on reports of an average of one or more insurgent attacks a week since January 2009, it showed heavy Taliban activity across 80 percent of Afghanistan. A substantial Taliban presence -- one or more attacks per month -- was seen in another 17 percent of the country.

The students were apparently attacked because they were minority Shi'ite Muslims. Taliban militants are from the majority Sunni community and attack Shi'ites as part of their strategy to fight the government.

The students were apparently attacked because they were minority Shi'ite Muslims. Taliban militants are from the majority Sunni community and attack Shi'ites as part of their strategy to fight the government.

"They opened ... fire on the students and we have reports of four deaths," said Khaista Gul, an official in the administration of the Orakzai ethnic Pashtun tribal region, where the attack took place.

Tribesmen retaliated after the attack and the two sides were fighting, said residents of the area near the town of Kalaya.

Three British men guilty of airline bomb plot

LONDON (Reuters) - Three Britons were found guilty on Monday of plotting to kill thousands by blowing up transatlantic airliners bound for North America in mid-flight suicide attacks using bombs made from liquid explosives.

The suspected al Qaeda plot, just days from being put into operation according to British detectives, had huge worldwide ramifications leading to tight restrictions on the amount of liquids passengers could take on board aircraft.

Four other men were found not guilty of the plot and the jury failed to reach a verdict in the case of an eighth suspect, Britain's Press Association reported.

The bombers intended to simultaneously destroy at least seven planes carrying over 200 passengers each between London's Heathrow airport and the United States and Canada in August 2006 using explosives hidden in soft drink bottles, prosecutors said.

The conspirators were caught before they could put their plan into action following the largest counter-terrorism operation ever carried out by British police.

Mahmoud Ahmadinejad said the Islamic Republic was ready for dialogue on "challenges" facing the world but made clear Tehran would not back down in a dispute over atomic activities which the West fears are aimed at making bombs.

"From our view point (discussion of) our nuclear issue is finished ... we will never negotiate on the Iranian nation's obvious rights," he told his first news conference since he was sworn into office following a disputed re-election in June.

In Vienna, U.N. nuclear watchdog chief Mohamed ElBaradei said his agency was stuck in "stalemate" with Iran over issues that had stirred international mistrust in its nuclear designs.

Elbaradei's renewed highlighting of the deadlock may be timely for Western powers striving to persuade Russia and China of the need for much harsher sanctions against Iran that could target its gasoline imports.

WASHINGTON — President Barack Obama's environmental adviser Van Jones, who became embroiled in a controversy over past inflammatory statements, has resigned his White House job after what he calls a "vicious smear campaign against me."

The resignation, announced early Sunday, came as Obama is working to regain his footing in the contentious health care debate.

Jones, an administration official specializing in environmentally friendly "green jobs" with the White House Council on Environmental Quality was linked to efforts suggesting a government role in the 2001 terror attacks and to derogatory comments about Republicans.

Jones issued an apology on Thursday for his past statements. When asked the next day whether Obama still had confidence in him, White House press secretary Robert Gibbs said only that Jones "continues to work in the administration."

The matter surfaced after news reports of a derogatory comment Jones made in the past about Republicans, and separately, of Jones's name appearing on a petition connected to the events surrounding the Sept. 11, 2001, terror attacks. That 2004 petition had asked for congressional hearings and other investigations into whether high-level government officials had allowed the attacks to occur.

"On the eve of historic fights for health care and clean energy, opponents of reform have mounted a vicious smear campaign against me," Jones said in his resignation statement. "They are using lies and distortions to distract and divide."

Jones said he has been "inundated with calls from across the political spectrum urging me to stay and fight."

KABUL — A Taliban suicide bomber attacked officials leaving a mosque east of the capital Wednesday, killing the country's deputy intelligence chief and 23 other people in a major blow to Afghanistan's security forces.

The brazen assault occurred as tensions are running high after last month's divisive presidential election and a sharp rise in U.S. casualties — events that have already raised alarm in Washington over the future of President Barack Obama's strategy to turn the tide of the war.

A Taliban spokesman, Zabiullah Mujahid, claimed responsibility for the bombing, which happened as Afghan dignitaries were leaving the main mosque in Mehterlam, 60 miles (100 kilometers) east of Kabul, after ceremonies marking the Islamic holy month of Ramadan.

The bomber approached the crowd on foot and detonated an explosive belt, killing 23 people, including Abdullah Laghmani, deputy chief of Afghanistan's National Directorate for Security and the target of the attack, according to provincial spokesman Sayed Ahmad Safi.

The chairman of the local provincial council and the executive director of the local governor's office also died in the blast, Safi said.

Laghmani, a close ally of President Hamid Karzai, was a major figure in Afghanistan's security and intelligence apparatus and his death was a setback to Afghan efforts to curb Taliban and other extremist activity

ISLAMABAD: The security forces believe the new Taliban Commander Hakimullah Mehsud is already dead and Taliban in order to save their image are giving the impression that he is alive.

A private TV channel, citing intelligence sources, said it was Hakimullah’s brother who gave the interview to BBC some days ago.

Hakimullah Mehsud’s look-alike brother was specially summoned from Afghanistan to head the banned Tehrik-e-Taliban Pakistan on a temporary basis while a decision to appoint the new chief was taken by Taliban leader Mullah Omar.

The security forces also said the Taliban declared Hakimullah Mehsud as their new chief to prove their top leadership is still alive. Sources said, the security forces are finalizing preparation to launch a massive offensive against the Taliban in South Wazirisitan.

TEHRAN (Reuters) - Iranian President Mahmoud Ahmadinejad plans to address this month's U.N. General Assembly meeting, an aide said on Tuesday, in what would be his first trip to the West since his disputed re-election in June.

Ahmadinejad's attendance of the annual gathering of world leaders at the United Nations headquarters in New York would take place in the same month that Western powers have set as a deadline for Tehran to agree to talks on its nuclear program.

U.S. President Barack Obama, who has given Iran until September to take up an offer of talks on trade benefits if it shelves nuclear enrichment or face harsher sanctions, will speak at the same U.N. meeting on September 23.

"The president's trip to New York is still on his agenda and relevant officials here in Tehran are working on the necessary preparations," Ali-Akbar Javanfekr, Ahmadinejad's media adviser, told Reuters.

"The date of his arrival there and the length of his visit depend on coordination between Tehran and the United Nations. This is the same for the day of his speech," he said.

In a speech at the same event last year, Ahmadinejad railed against "Zionist murderers" and vowed to resist American bullying and defend Iran's right to nuclear power.

Iran says its nuclear program is for peaceful power generation, but the West suspects it is aimed at making bombs.
