TRIPOLI, Libya – The former Libyan intelligence agent convicted of the 1988 Lockerbie bombing over Scotland that killed 270 people made a rare public appearance on Tuesday at a rally in support of Muammar al-Qaddafi, a "further reminder that a great mistake was made when he was released," British Foreign Secretary William Hague said.

Abdel Basset al-Megrahi, who returned to a hero's welcome in Libya in 2009 after being released from a Scottish jail after being diagnosed with terminal prostate cancer, appeared on Libyan state television wearing traditional local garb while sitting in a wheelchair at a tribal meeting in Tripoli.

LONDON – Britain's previous government did "all it could" to help Libya win the release of the only man convicted of the Pan Am bombing in Scotland in 1988, though it insisted the decision was made entirely by Scottish officials, Britain's head of civil service said Monday.

However, Sir Gus O'Donnell, the leader of the Cabinet Office, also said he found no evidence that the central government had put any pressure on Scottish authorities to grant the release.

Abdel Baset al-Megrahi, the only man convicted in the terrorist attack, was granted a compassionate release from a Scottish prison in August 2009 on the ground that he was suffering from prostate cancer and would die soon.

He is still alive.

A source close to the family of the Lockerbie bomber Abdul Baset al Megrahi told Sky News Thursday his death is imminent and every day is "expected to be his last."

Suffering from prostate cancer, the Libyan's health has rapidly deteriorated -- and his relatives said he has been in a coma and on life support for around a week.

Al Megrahi -- who was convicted of killing 270 people by bombing a Pan Am jet in 1988 -- has been unable to walk for a number of weeks and is not expected to recover.

The leader of the Roman Catholic Church in Scotland has attacked the US over the release of the Lockerbie bomber.

Cardinal Keith O'Brien said the Scottish government was right to free Abdelbaset Ali al-Megrahi last year on compassionate grounds.

US lawmakers want Scots politicians to explain their decision to a committee, but the cardinal said ministers should not go "crawling like lapdogs".

He said Scotland had a culture of care, while the US was fixed on vengeance.

However, he is still alive after almost a year and the decision continues to provoke anger in the United States, which was home to 189 of the 270 people killed on board Pan Am flight 103 in 1988.

In an interview with BBC Scotland, Cardinal O'Brien said Americans were too focused on retribution.

"In many states - more than half - they kill the perpetrators of horrible crimes, by lethal injection or even firing squad - I say that is a culture of vengeance," he said.

"An eye for an eye and a tooth for a tooth - that is not our culture in Scotland and I would like to think that the US government, and these states that do still have capital punishment, would learn something from us."

LONDON (Reuters) - Britain agreed to include Lockerbie bomber Abdel Basset al-Megrahi in a prisoner transfer deal with Libya because of "overwhelming interests" shortly before an oil deal was sealed with Tripoli, a newspaper reported on Sunday.

The Sunday Times said leaked letters from Justice Secretary Jack Straw undermined government denials of a link between the former Libyan agent's freedom and British trade interests.

Megrahi, 57, was released from jail on August 20 after Scottish authorities said his terminal cancer gave compassionate grounds for him to return home to die.

The British government has distanced itself from the decision, made by Scottish Justice Secretary Kenny MacAskill, which has angered many relatives of the bombing's victims and the United States government, which lost 189 citizens.
Megrahi was the only person convicted of the 1988 bombing of Pan Am flight 103 over the Scottish town of Lockerbie that killed 270 people. His rapturous reception in Tripoli has been criticized by the British and U.S. governments.

The Sunday Times said two letters from Straw, dated five months apart, showed he reversed an original plan to exclude Megrahi from a prisoner transfer agreement that was being discussed with Libya.

The paper said the change of heart appeared to be linked to a stalled $900 million oil and gas exploration deal with Libya for British oil giant BP that was ratified a few weeks later.

BP has always denied any link between the deal and the prisoner agreement.

Straw wrote to MacAskill in July 2007 to say he favored excluding Megrahi from the prisoner transfer, an arrangement desired by the Scottish administration which has autonomous powers over most criminal matters.

But by December 2007 he told MacAskill his position had changed.
