A U.N. investigation has concluded that Syrian forces committed crimes against humanity by killing and torturing hundreds of children, including a 2-year-old girl reportedly shot to death so she wouldn't grow up to be a demonstrator...
The report by a U.N. Human Rights Council panel found that at least 256 children were killed by government forces between mid-March and early November, some of them tortured to death.

Vice President Biden is stepping up his argument that rapes and murders could increase if Congress does not pass President Obama’s $447 billion jobs bill – evoking sexual and violent imagery in his sales pitch for the second time in a week.
Speaking to Philadelphia police officers Tuesday at the University of Pennsylvania, Biden slammed Republican critics who say the jobs bill is just “temporary,” underscoring measures aimed at maintaining police force levels.
“Let me tell you, it’s not temporary when that 9-1-1 call comes in and a woman’s being raped. If a cop shows up in time to prevent the rape, it’s not temporary to that woman,” Biden said with his voice rising. “It’s not temporary to the guy whose store is being held up and has a gun being pointed to his head if a cop shows up and he’s not killed. That’s not temporary to that store owner. Give me a break -- temporary.
“I wish these guys who thought it was temporary, I wish they had some notion what it’s like be on the other side of a gun or a 200-pound man standing over you telling you to submit,” he added. “Folks, it matters. It matters.”

Reports of Prison Rapes of Iranian Dissidents Spark Call for Protests

As Iranian students call for demonstrations on Sunday as a sign of solidarity with jailed student leader Majid Tavakoli, the blogosphere is buzzing over another imprisoned figure who has written an incendiary letter exposing the sordid details of sexual assaults against political prisoners and others.
Journalist Mehdi Mahmoudian, serving a five-year prison sentence in Rejaie Shahr prison, wrote a September 2010 letter to Iran’s Supreme Leader Ayatollah Ali Khamenei. The letter has just been published on Kaleme, a website close to Mir Hossein Mousavi, the man who challenged President Mahmoud Ahmadinejad in the last elections.
Mahmoudian, a member of the Society for the Defense of Prisoners’ Rights, which advocates “democratic interpretations of Islam,” says it is his religious duty to alert Khamenei’s attention to the abuses taking place in prison. Most shockingly, he writes in great detail about men being raped in the prison.
“Throughout the different quarters of Rajaei Shahr prison, sodomy has become a commonplace routine occurrence. And it seems that to lessen the dangers of contamination, prison guards provide health products to inmates.”
Mahmoudian does not use the word condoms, but that is the implication when he discusses “health products.” His letter goes on to say “anyone with a little beauty of the face, but who lacks physical strength in his arms or money in his account to pay extortionists, will be paraded in different rooms, and each quarter has a boss who will make money from this, and after a while can sell him to another.”
According to the account of one political prisoner, a young man was raped seven times during a single night. “In the morning, when he complained about this to the guards, he was transferred to solitary.” Mahmoudian claims prison guards effectively use inmates as “rent boys,” selling them off for as much as $250.

The girl's death comes amid ongoing debate on whether to set a minimum age for brides in Yemen, where human rights groups say one in every three girls is married before the age of 18.
Elham Mahdi Shoi died in the west of the Arab state earlier this month, said Sisters Arab Forum (SAF).
Sigrid Kaag, regional director for UNICEF, said in a statement that the United Nations child agency was "dismayed by the death of yet another child bride in Yemen."
"Elham is a martyr of abuse of children's lives in Yemen and a clear example of what is justified by the lack of limits on the age of marriage," SAF said in a statement.
The case of a nine-year-old Yemeni child bride, Nujood Ali, was thrust into the spotlight after it was reported by a Yemeni newspaper and a French journalist wrote her memoir, which was published in March.
In the harrowing memoir, Nujood tells how at age 9 she was forced to marry a man three times her age, raped and beaten, then made Yemeni history by getting a divorce two years ago.
As suggested in the memoir, child brides in Yemen are fueled by a combination of a lack of women's rights, economic hardships and a culture that deplores bringing families shame, making it difficult to speak out.

Engaged to an older man who had offered $5,000 to her father but in love with a boy she spoke to on the phone, the 16-year-old girl was hauled before a court that found her guilty of running away from home, according to an account she provided.
"I was engaged to an older man and I was not happy. He was painting his beard black," said the girl, who cannot be named because of rules protecting juvenile detainees.
Now pregnant, she said she did not know who the baby's father was, adding she had slept with both the boy she was in love with and the man she was engaged to. She also said she had been raped while in detention before being sent to the Kabul facility. The girl's story offers a glimpse into the nature of Afghanistan's rudimentary justice system, underscoring the uphill task ahead as U.S. President Barack Obama calls for improving the rule of law to match military gains in the country.
Obama has ordered an extra 30,000 U.S. troops to Afghanistan to beat back a resurgent Taliban, but officials also recognize progress on civilian issues like corruption, governance and justice will be essential to bringing stability to the country.
"I've seen travesties in court," said Kimberly Motley, a U.S. lawyer who interviewed 348 detainees, judges and others for a report on the juvenile justice system and also represents the pregnant Afghan girl in an effort to win her freedom.
"I've seen kids not even being brought into court for their hearing. Cases without any witnesses. And more times, no evidence than any evidence. And the verdict is always guilty."
Young girls usually fare the worst within the system, she said. In a deeply conservative Muslim society where women were banned from education during Taliban rule, anything from trying to escape a forced marriage to walking down the street with a boy who is not a relative can land them in jail.
NO-WIN SITUATION
About half the young girls locked up in Afghan detention centres are charged with "moral crimes" like running away from home and adultery, Motley said. At times, runaways are booked on the surreal charge of "kidnapping" themselves, she said.
Though Afghan law does not specifically cite moral crimes like running away as illegal, judges often use Article 130 that allows courts to "rule in a way that attains justice in the best manner" when faced with a case where other laws do not apply.

The anonymous militiaman told the Jerusalem Post that at age 18 he was "given the 'honor' to temporarily marry young girls before they were sentenced to death."
In the Islamic Republic of Iran it is illegal to execute a woman if she is a virgin, the former guard told the newspaper. So the government arranges "wedding" ceremonies to be conducted the night before executions, and prisoners are forced to have sexual intercourse with a guard.
Raped by her new "husband," a female prisoner is now fit to be put to death.
"I regret that, even though the marriages were legal," said the militiaman, who told the Jerusalem Post he had just been released from prison himself after freeing two teenagers rounded up during post-election protests.
Some of the prisoners in his care were drugged with sleeping pills to make them docile, as the girls in their custody always fought back, he said, fearing the night of the rape more deeply than their executions the following day.
"I remember hearing them cry and scream after [the rape] was over," he told the paper. "I will never forget how this one girl clawed at her own face and neck with her finger nails afterwards. She had deep scratches all over her."
